Srsly, this updated render of Raiden [link] shows that he totally can! Well, he always used some eyeliner and mascara (a bit in MGS2 and lots in MGS4), but this render shows he learned some new tricks XD.

Also he can teach Sunny how to walk in high-heeled shoes, how to keep perfect hair under any conditions, how to make manicure and all other vital things for cyber-ninja!
